Purpose:
To lead the establishment of the IT Project Management office and Quality Assurance framework and act as a Center of Excellence for the execution of IT projects in line with industry best practice.
Responsibilities:
  • Develop an established industry-standard PMO framework and QA processes for IT project management and execution.
  • Assume a centralised business planning function to support the yearly business planning cycle and monthly reporting covering opex and capex.
  • Implement the IT PMO framework and act as a center of excellence for project management and execution.
  • Implement the supporting project management tools and techniques to support the PMO framework.
  • Operate a central filing system for projects.
  • Develop project reports covering overall progress and financial status.
  • Provide administrative support to IT project managers in the area of financial, logistic/planning, resourcing.
  • Provide leadership, guidance and influence for project teams with respect to project management governance and controls.
  • Establish the project efficiency indicators including Schedule Performance Index (SPI) and Cost Performance Index (CPI).
  • Monitor and report the project efficiency indicators (SPI/CPI) to the project sponsor and steering committee,
  • Develop standardized guidelines, work instructions, proposal evaluation criteria and performance measurement criteria for IT projects.
  • Develop guidelines and criteria for tailoring the organization's set of standard processes to satisfy the specific needs of the project.
  • Develop projects' standard communication plan and ensure compliance by all projects.
  • Ensure adherence to financial controls procedures with specific reference to project expenditure monthly forecasting.
  • Lead the development, establishment and enforcement of quality assurance measures for end-to-end project management and execution.
  • Define and establish project gates covering the requisite criteria/qualifications for successfully progressing through the project life cyle.
  • Apply established metrics to determine the readiness, quality, and operability of project deliverables to successfully pass through the set project gates.
  • Conduct internal audits to measure and assure adherence to established QA standards for  project management and execution.
Job Requirements:
Education & Training
  • University degree on Information Technology, or equivalent qualification, from an internationally recognized institution.
  • Membership of a relevant, and internationally recognized, professional body.
  • Extensive formal training in all aspects of information systems and business related areas.
  • Exposure/Certification in IT industrial operations standards e.g. ITIL, PMP or COBIT.
  • Exposure to IT QA standards.
Language Skills
  • Fluent and articulate in written and spoken English.
Technical / Business Experience
  • Six (6) to ten (10) years IS experience, with a substantial proportion gained in a Telco/PTT business environment.
  • Three [3] years experience of directly managing teams of professional & technical staff.
  • Understanding of modern business/commercial/financial processes, and the information systems needed to support them.
  • Direct experience of formal IT PMO/QA methods and procedures.
  • Background of direct hands-on experience of PMO activities.
  • Fluency with a wide range of modern PC desktop applications and utilities.
  • Excellent understanding of the organization's goals and objectives.
  • Knowledge of applicable data privacy practices.
  • Proven experience in overseeing the PMO and QA function.
