PURPOSE/OBJECTIVE: (Summarize the job's intent and why it exists in two or three sentences.)
Ensure the integrity, availability and protection of Fidelity’s primary assets; reputation, people, information and facilities, by monitoring Fidelity’s critical infrastructure and acting as the control liaison during incidents.
This position will embrace all of the knowledge, skills and abilities of a RSOC Command Center Specialist / Sr. Specialists, however, will require different skill sets and an enhanced knowledge base as outlined in section 6. This position may also assume full decision making responsibilities in the absence of the Manager RSOC.
RSOC Assistant Manager is responsible for direct supervison of full-time and guard force security employees working at RSOC.
2. MAJOR RESPONSIBILITIES:
• Provides command, communications and control functions for the Regional Security Operations Center. Performs duties of Operations Center Operator during periods of high volume, staffing shortages, and emergencies. Supervises Operation Center efforts during FEMO (Emergency Management) situations or other large-scale events.
• Functions as command and control liaison during incidents and communicates their status to FEMO response members, senior management and other involved parties. Manages information flow to and from incident site, off site responders, vendors and other response personnel.
• Coordinates and assists with the direction and staffing of an assigned team of Operations Center Operators to carry out the daily operations of the department and to ensure that established polices & procedures are being followed. Assumes supervisory and team oversight responsibilities in the absence of the security supervisor.
• Coordinate customer service oriented response to calls for service, such as badge access problems, security related inquiries, and alarm monitoring questions.
• Maintains policy & procedure documents, emergency response and notification information, administrative material, and database information. Update and change documentation as necessary in on line and hard copy formats.
• Participates in the development and coordination of an Operations Center training program. Work with supervisors to ensure that operators have the highest level of competency in terms of all systems and knowledge of all applicable policies & procedures.
• Support the Contingency plan by maintaining and testing viable backup plans for Operations Center functions.
• Advising Security Supervisor\filling in when Supervisor not present
• Ensure effective alarm monitoring and assessment, dispatch and communications, emergency response, incident management, and corporate-wide notification and escalation for major incidents.
• Monitors all command center systems for functionality and status and conducts basic troubleshooting and assessment prior to escalating problems to the regional systems technician. Works in conjunction with technicians and system administrators to test and troubleshoot alarm and access control devices and infrastructure to ensure system integrity.
• Prepares written documentation on technical problems, incidents, front line investigative issues and other security-related matters. When a supervisor is not present, reviews documentation prepared by team members for accuracy and completeness.
• Acts on all customer service related calls and either resolves them personally or refers issues to the appropriate individuals.
• Functions as command and control liaison during incidents and communicates the status to FEMO response members, senior management and other involved parties. Manages information flow to and from incident site, off site responders, vendors.
• Monitor the situation in the asia pacific region through media news and other sources of information and escalate those to the appropriate authorities which can have any impact on the Fidelity business and safety and security of its employees.
• Supervises, coaches and develops assigned security staff. Works closely with Human Resources to develop and follow through with performance management plans as required.
• Provides leadership to the RSOC operators to ensure proper security safeguards and programs are implemented in consistant manner. Also consult the senior security management during the initial stages of a security/safety-related crisis or potentially significant incidents. Assesses the criticality and impact of incidents, works closely with other stakeholders and takes action to mitigate business impact.
• Effectively communicates and escalates emergency situations to the proper stakeholders and takes charge of providing timely resolution of life-safety or security emergencies.
• Conducts preliminary Cost/Benefit analyses and ROI studies. Assists RSOC Manager with strategic planning for programs, budgets, goals and objectives.
• Establishes and maintains meaningful relationships with business unit personnel and external service providers such as public safety, government and industry peers.
• Prepares detailed written reports, analyze the trends and draws conclusions that can be translated into best available solutions.
3. PROBLEM SOLVING: (Describe the impact the job has in terms of decisions made, freedom to make decisions, direction received, etc.)
The primary decision maker in emergency situations and incident response. Must have strong judgment skills and quick decision making abilities. Escalation of alarm response and crisis events to regions and senior management as detailed in the standard operating policies and procedures. This position may also assume full decision making responsibilities in the absence of the Security Manager RSOC Impact of no or late or wrong decision can result in grave consequences and potentially impact life safety of the staff.
Provides guidance and direction to the RSOC team in the abscense of Manager. Interfaces with all levels of Fidelity employees including senior executives. May on occasion be called upon to provide first responder services for life safety emergencies and incidents within the scope of operational assignments and training. Those incidents include, but are not limited to, medical emergencies, fire and other life safety building evacuations, responding to violent or potentially violent situations and unlawful or inappropriate conduct involving employees and others on Fidelity premises and/or Fidelity controlled space.
4. WORKING RELATIONSHIPS/ CONTACTS:
The position would be expected to maintain healthy relations with different working groups including IT support, Facilities to get the security equipments in a healthy operational condition. Also the position would be required to send updates to the management, carry out internal investigations, after action reviews to meet the security expectations.
5. REQUIREMENTS: (Describe the typical minimum requirements to perform the job.)
Education and Experience (Indicate the minimum formal education and experience the job requires. Note: The majority of jobs do not require a college degree as a minimum requirement.)
• Bachelor’s degree or equivalent preferred. Advanced professional degrees or Certificates preferred.
• 7-8 years experience, with at least last three years in a supervisory or responsible in charge role within a corporate organization or public agency managing a central station / control room environment.
• Ex Service man ( Junior Commissioned officers from Indian Navy or Airforce ) with having exposure to work in a control room environment shall be preferred.
Skills/Knowledge (Include licenses, registrations or special skills, such as typing, programming languages, etc., required to perform the job.)
 Knowledge of corporate practices, policies and procedures for property and personnel protection in a financial services set up.
 Knowledge of state of the art security technology, to include alarm and access control systems, CCTV systems, communications technologies, software programs, home alarm systems and photo imaging systems.
 Knowledge of integrated security systems, access control, CCTV, LAN and network infrastructures and associated software. Technical knowledge of the security systems will be an added advantage.
 Very Good written and oral communication skills.
 Good organizational skills, with an emphasis on multi tasking and rapidly assessing and shifting priorities.
 Excellent leadership skills and training ability, particularly as they relate to Operations Center systems and policies & procedures.
 Excellent interpersonal skills and ability to maintain professional demeanor under stressful situations.
 Ability to work as a RSOC operator on need basis ( including shift duty).
 Enhanced medical training to include certification as an Emergency Medical Responder.
 Capability to complete and distribute all monthly reporting metrics in a timely manner.
